Here in New Orleans they work for their own bank accounts. Or sometimes they forgo the bank accounts altogether and stuff the cash right in their mattresses. Or refrigerators.
If you figure it out, let me know! I just heard about a bunch of people in our gov's office that have used state funds for personal use. I trust Arnold to not cheat but he's not governing all that well....
